Default Oldschool Shield and Staff

Hey there. While VQing I happened upon two oldschool items that I'm not sure whether or not they're worth too much more than the merchant would give me as I've been out of the game for a long while and just recently came back. Any help would be appreciated.

Item #1:

Tower Shield (Requires 11 Strength)
Armor 16
Health +57 (While Hexed)
Divine Favor +1 (20% chance while using skills)

Item #2:

Bone Staff (Requires 10 Death Magic)
Energy +10
Halves Skill Recharge time of spells (20%)
Halves Casting Time of Death Magic Spells (19%)
